HE an integral part of future home buying

Buying a home provides an ideal opportunity to make energy efficiency improvements. The new owner is likely to be planning improvements, borrowing money at relatively low cost, and expecting to stay put for a while.

How to realise this ideal opportunity in more of the 1.4 million home purchases in the UK each year is the subject of a new study by the Centre for Sustainable Energy for the Energy Efficiency Partnership for Homes.

The study’s particular focus was whether financial products, particularly mortgages, could help to stimulate energy efficiency improvements. It also took into account the forthcoming introduction of the home energy performance report as a mandatory element of the Home Condition Report (HCR).

Simon Roberts, CSE Chief Executive and lead author of the report, said; “We found that there’s a lot of work to do to make energy saving a feature of the home-buying process. Home-buyers aren’t that interested in energy saving and, apart from three existing products, the mortgage market is largely unconvinced by the potential for getting involved.”

The study exposed a lack of interest in developing energy-related features for mortgages amongst major mortgage providers. It also questioned the likely impact of the new energy report – which will be only one of eight elements of the HCR which is itself just one of eight documents in the new Home Information Pack.

The study outlines a 6-point plan which, in combination, is designed to create conditions in which making energy efficiency improvements becomes an integral part of the home-buying process.


   
   
SOLAR HEATING GRANTS TO CONTINUE UNTIL SPRING 2006

Good news for renewable energy! The government’s Clear Skies grant scheme has proved so successful that additional funding of £2.6 million has been announced. The scheme will now be extended until March 2006.

These grants are awarded to householders and communities for a range of renewable energy installations, including solar water heating and wood fuelled heating systems.

On a southerly roof, solar energy can provide 50-60% of a household's hot water each year. The Centre for Alternative Technology (CAT) offers free advice for people who are considering going solar.

Charlotte Cosserat, Information Officer at CAT suggests: “Get a couple of quotes for suppliers. Some companies do a fairly hard sell, don’t sign there and then. It’s worth consulting CAT’s booklet, ‘Tapping the Sun’ for independent guidance. Install it now, over the winter so you’re up and running in time for summer!

WHERE'S THE CASH COMING FROM?

These days finding the money for making your home more efficient is not an insurmountable task. Depending on the size of the project you have in mind, the easiest method is your credit card. Under normal circumstances it will allow you up to a month of interest-free credit (some even stretch to over 50 days). After that you will be charged interest each month on the outstanding balance, so it makes sense to settle up as soon as possible.

If a contractor is carrying out major works, such as window replacement, it is possible they can offer their own finance package. So it may be convenient to tie-up the transaction in this way, but check interests rates and compare them with alternative finance sources.

Most banks, building societies and reputable loan companies will be pleased to help if you have a good credit record - usually on the basis of an unsecured personal loan. "Unsecured" means that your home is not used as security, so it is safe from any repossession proceedings if it turns out that you can't keep up repayments. But the interest will normally be higher.

Personal loans need a short application form to be completed and a decision can usually be made as soon as you have provided the information required.
