Aimed to raise householders awareness

From 2007 the UK Government is proposing to introduce the highly criticised Home Condition Report (HCR), which all sellers of homes will be required to purchase from a licensed home inspector.

Included in the HCR will be an energy report (titled Section H: Energy performance certificate) which will provide information on the overall energy performance characteristics of the property and ways in which its energy efficiency could be improved.

Final draft designs for the energy report are currently being considered as well as consultations on associated material regarding improvements recommendations and the definition of the home A to G bands.

The introduction of the report is expected go a long way to raising consumer awareness of sustainable energy issues in the home. It will recommend energy efficiency measures that could be implemented in a property and calculates the potential energy rating following their implementation.

The aim of the energy report is to encourage buyers, and possibly sellers, to take action to improve the energy efficiency of their home. Three different pieces of research (in the form of consumer focus groups) were conducted to guide the development of the report.
